BTW, “ttl” seems to be a hidden command (I am on 4.19.x)

(config-router-bgp)#neighbor 1.1.1.1 ?

soft-reconfiguration Configure how to handle routes that fail import
timers Timers
transport Configure transport options for TCP session
update-source Specify the local source interface for peer BGP sessions

Also, is this RFC5082 compliant?

Hi,
It might be related to your EOS version. The feature might be available in a later version than the one you are running.
Yes it follows the RFC 5082.
